Electric Steps - Gearbox Grease Hardening
My steps worked, and then didn't, and then did.  The tech said they weren't getting enough use (true) which allowed the (too heavy) grease on the gears to harden.  This affected (damaged) the gears in a manner that will cause a binding problem which will likely continue unless the steps are used on a regular basis.  Even then they may bind again now.  A hammer tap on the gearbox/motor can break them loose which is what he did and they are now working.  $90 please - service call.

He said the grease used during manufacture at one time was too heavy so this problem was always a possibility.  He indicated the new company that now owns the step company is doing a better job over all  but was uncertain if they had changed the grease to one that is less likely to harden.  He also commented that he felt the steps were generally reliable....

That, to the best of my understanding, is what has happened.  I'm replacing the motor/gearbox to be safe.  The first repair issue on my 2016.    Frank

If the problem is the grease that is too heavy and solidifies, removed the gearbox, open it, clean the old grease out and repack with a light lithium grease. It comes apart and is very simple to figure out. Might as well try since you were planning on removing the gearbox for replacement anyway.
If you do replace it, there are several gearboxes, make sure you get the correct one. It is discussed here.

In my experience, I have never seen this particular issue come up. There are other potential problems such as poor electrical connections and a motor that is seizing up.
