More good reasons to drive a Jeep.
I see your hometown rates even higher than mine on the amount of 'poor' roads.
And we get to vote on repealing the gas-road use tax!
Cool, more off-roading fun without leaving the city.

And California is the natural home of the  Stay-at-Home-Offroaders-Association SHOA   ;)
Maybe someone can come up this a better acronym.
