Seeking comments and referrals. We tow w/our 2007 LD 27 but unfortunately in intersections and parking lots about 50% of the time the front wheels of the tow do not turn. This is clearly seen via the side mirrors of the LD and confirmed by excessive outside tire tread wear. The tow is listed as towable "four down"; and I carefully follow instructions in the owners manual. GM hoped the recent install of a new "SOP steering gear" would solve problem; not successful. Have you had the front end alignment checked? Some vehicle with a minimum amount of positive caster can have problems with wheels tracking. What is the factory specification for caster on your vehicle?
