House batteries needed if plugged into 120V?

Greetings,  I believe that I may be having problems with the battery charging component of my converter. (Parallax 7345) After reading the LD manual concerning the converter, (a confusing task!) I was wondering-- if, indeed, the converter is making 12v power from the 120v external power source, are the house batteries really needed in the circuit to drive the 12v appliances when the RV is plugged into "shore" power?  Another question, if the green light on the read-out panel for battery condition reads at the "charge" status, does this mean the battery is fully charged--i.e. a better reading than "good" or does it mean the battery needs to be charged or that the battery is charging? Sorry, folks, somehow I posted that to the wrong thread. I was referring to Roger's blog post on replacing the shower skylight.
