 My 2003 LD is obd1 and the subject scanner is for OBD2; the question is if an OBD2 scanner will work on an OBD1 engine?  Which scanner do you have that works on a 2003 LD ?

Are you sure it's OBD1? I think they all went to that well before 2003.
My 1998 Ford V10 motorhome is OBD2, and according to wikipedia:

1996 and later US vehicles are OBD 2 by law.

Hi,
 I just got my flashlite, and went out to check the emissions sticker on the right side of the radiator support just below the hood line on my 2003 6.8L ford v10. "Heavy duty engine for vehicle > 14000 lbs OBD1" is what the sticker says. I am waitng for an answer from Equus (code reader MFG ) as to whether it will work on my engine.

Michael, Larry is right. Any OBDII reader (and that's the only kind you can buy nowadays) will work with your engine. I have a 2003 midbath and can testify to that from personal experience with both a ScanGauge II dashboard OBDII reader and a mechanic's OBDII reader.

Michael Your 450 has to comply with that OBD1spec hence the  label, but Ford installed OBD 2 computers on it. A good OBD reader will interface with it.
There are many people on the list using the Scan Gage on these units. The scan gauge is an OBD2 system. The reason your chassis only had to be certified to OBD1 was because of the GVW.

 The Ford vehiicles that actually used OBD1 manage systems were all totally different and were a speed density system not the mass air flow system your unit uses. Didn't have the same connector

 The answer will be yes, it will work. 1996/97 was the change over date from OBDI to OBDII (on board diagnostics II).

 Many here use ScanGuages to monitor the driveline. They monitor data through the OBDII port and can read and clear CELs (Check Engine Light).

Now, the question is what do you plan on using a reader for? Codes do not necessarily tell you what to replace, only that a condition, outside the normal operating parameter, exist. They provide a starting point for trouble-shooting. A lot of perfectly good parts have been changed in misguided attempts to solve a problem based on a CEL code.
