is it true that the camping discount will only be 10% instead of the 50% we have enjoyed?  i also understand that free admission will remain.

The USFS has put forth a proposal at their CONCESSIONAIRE-RUN campgrounds can reduce from 50% to 10%, Senior and Access pass holders discounts.  This measure, as far as I know, has not been passes (in fact, I believe the comment period isn't up until sometime next month).
Note that this proposal will affect ONLY those USFS campgrounds that are run by concessionaires, not USFS-run campgrounds.
The National Park Service *already* allows their concessionaire-run RV parks to not honor the passes.
Now it looks like the BLM is starting to do the same thing (although I certainly don't remember them putting this out for a comment period).

I don't think they are seriously honering the Senior pass now even at NFS operated campgrounds!!
We attended a LD rally at Land Between The Lakes last summer and the so called 50% discount only applied to a "Basic" no frills campsite which was $13.00/night.
So, they only gave us $6.50 off of our final rate for Water & Electric site which was twice the basic rate.
The COE Campgrounds are the best deal going and they cannot even sell the passes, thanks to congressional action last year.

Our Government at work........

I've never heard of Land Between The Lakes National Park and it doesn't appear on the NPS website.  Are you sure you're not talking about the Land Between The Lakes National Recreation Area?  If so, it appears that it is administered by the USFS, not the NPS.
Half price on a basic campsite and either full price or a small discount on "amenities" such as water, electric, and/or sewer isn't all that uncommon.
The Corps of Engineers was left out of the America the Beautiful law which was passed and went into effect several years ago (I know it was prior to 2008 because that's the year I bought my Senior Pass).  I don't know if that's ever going to be rectified, but for the present at least, the COE has said they'd honor the passes.
