Found one of the OHV valve cover bolts flopping loose today and was wondering what would be the appropriate torque setting? Could not find this info in the manual.

If it's like most valve covers, it is sealed by a gasket, so torque is low. This also means as the gasket compresses with time and heat, the hold-downs loosen. On most cars, it is around 100 inch-lbs. In general, tighten a smidge, then fix with Loctite, barring better specs.

Reference the loctite. I assume you would use the blue? Also, do you put it on the threads and let it dry a bit first before screwing it or not?

If using Loctite on that I'd go with blue (medium stength).
 Loctite thread locker is anerobic, curing in the absence of oxygen. So there's no need to let it dry before assembling. Those pre-thread locked screws, we've seen, use a different sort of thread locker.
