That is why I changed the old controller card. Does one have any ideas what is wrong with the water heater.

After installing the new controller with no success, it was discovered that the wire to the igniter was loose inside. Seems that the igniter is also the keep-alive sensor. The loose wire made enough contact to fire the igniter but not for the sensor to function. A new igniter (couple dollars) cured the problem.
