Here's a very good explanation of why and how LPG tank purging is done; it's very similar to Linley's report of Al "the gas man" Cohoe's seminar.

Does the factory go through this procedure before filling each tank for the first time?  I really doubt it, as it's "steppy" and time- consuming, and LD's interest is whether the system leaks, not necessarily whether the tank is properly purged.  However, only the factory can answer definitively.

Propane systems *should* be pressure-tested using a manometer every year or so, especially if the rig gets a lot of use or if a problem or leak is suspected. However, finding a reliable service center or propane supplier who has competent personnel to do this test can be tough!  None of the local (South Bay Area of CA) propane suppliers do the manometer tests any longer, and I haven't yet found a service place, including CW, who does them, either; they all cite vague "legal" reasons for discontinuing the service. Count yourself lucky if you have a shop or supplier in your area who offers manometer tests.
