My thoughts exactly on pressures.  If one goes to the physics books, a rise in temperature of a vessel filled with air @ 80psig would increase pressure somewhat but would not have near the effect on the tire as low pressure flexing.
Just because a person is in the highway patrol doesn't make him/her a physics expert.
As Andy says, start out at the correct pressure and take it easy if you must travel in desert summer temperatures.
You'll all be happier for it.
