EV as a tow vehicle
I didn't get a chance to talk to the owner but I did see a campsite here in Oregon where a Class A was towing a Chevy Spark which is an electric vehicle.

I was surprised to say the least.

Despite the suggestive name, the vast majority of Chevrolet Sparks are gasoline-powered. The Spark EV, a battery electric version, was produced in very limited quantities from 2013–2016. (Wikipedia says, "Spark EV was a compliance car specifically designed to meet the government mandate on automobile manufacturers to increase the penetration of electric automobiles into the fleet of all operating vehicles on the road in certain US states, but was not intended for broad adoption in the broader US market.") So unless the car you saw was a Spark EV, it was a gasoline-powered minicar.
