Towing Safety Cables
Due to their size, the hooks for the safety cables that came with my Blue Ox towbar (purchased from the previous owner) do not fit easily on the factory locations under the bumper.  Is it OK to permantly attach some sort of shackles under the LD to make hookup to the bumper easier?

I did.
I used Loctite on the threads and tightened it tight.
It really made hooking the cables easy.

I looped a chain through the bumper holes and attached safety cables to chain.

I put heavy oval threaded carabiners on the hitch bars, and hook the cables to them.
