CARB has been drunk with power for years. 

A few years ago, I started having to take my 2002 7.3 diesel F350 to the smog station for a smog check  every two years.  This is a non-cat, non-DEF diesel.  What do they do?  Look under the hood, rev the engine and make sure the smoke level is "OK", whatever that means, and charge me $85.  I asked the station owner why California decided to do this cursory check on my diesel.  He said "They want the $85".
