California requires brakes for weights above 1,500 lbs.

AFAIK, The CA vehicle code requires  brakes on *trailers* 1500 pounds and over towed by a vehicle, but the requirement does not extend to *cars* towed by a motorhome. Not that one’s toad of any weight should not have an auxiliary braking system, but I don’t believe that it’s required by CA law.

One can check the CA vehicle code; please post the code source if any pertinent/conflicting is found! Thanks.

Well, CA does not have a weight requirement before toad brakes are required. The section 26458 says ALL brakes on towing and towed vehicles must be simultaneously applied, including power assist if the vehicles are so equipped... unless, the braking tests of section 26454 can be met.
