If you feel mechanically competent, my advice is to locate the fan, and with the AC off, see if the blade is hard to rotate by hand - it should spin freely. The fan can probably be removed, disassembled, and the bearings cleaned and lubed. Probably the old lube has turned to a gummy mess or a hard shellac.

Can maybe be lubed up but a lot of times there is bushing damage and things don't work like they should. Try the reoil route before you head to the motor shop. If you have access to a Grainger catalog, they will most likely have a replacement.

Hi everyone,
We climbed up for a look and the fan freely moves. We were camping at Sebastian State Park and suffered a severe brownout which the AC stopped working. We took it to our mechanic and somehow he looked around and it just started working. It worked also a week later with the genny running. Then it stopped running. The compressor kicks in but no fan. We are thinking a capacitor? Any feedback is much appreciated.

The fan's speed switch is the thing I would check. It could have failing contacts and be why it works intermittently.
Also check the connections to the switch. The motor could also be intermittent and may need replacement.
The capacitor is only used for starting the compressor, it has nothing to do with the fan.

A 20 year old A/C may not be worth putting much money into. The A/C's condenser has thousand of tiny aluminum fins that slowly rot away, over time the cooling capacity can be greatly reduced.  Beach camping and exposure to road salt will accelerate this process.
If the motor is bad, I would be hesitant to replace it unless inspection show the condenser is still be in good shape.
A new A/C unit may be the better choice.

Though not without some risk, while the fan is not running when it should, see if a slight touch to the blade with a pencil will start it turning. If so, then the motor brushes (if any) may be worn, or some other problem requiring motor replacement. If not, then I would suspect a bad connection somewhere. With power off, unplug and replug all connectors, and if signs of corrosion, spray with contact cleaner. Smear with dielectric grease inside them before reconnecting. If this does not do it, your problem is still electrical, so likely a sensor or relay somewhere in the fan circuit.
