Dave, the Gulf Islands are lovely, but are closer to Victoria than Vancouver. I've hiked on Saltspring Island (the largest of the ones close to Victoria), as well as Pender Island. There's ferry service to the islands from Sidney.
Around Victoria, Mt. Tolmie and Mt. Douglas are nice hikes with great views from the top. No rock-climbing required, there are paved roads to the top so they're very accessible. Here's a great website with more ideas: http://victoriahiatus.com/

I haven't been yet, but my father has taken his RV up there and highly recommended it.  He spent several weeks up at Vancouver Island and the surrounding islands, was the inspiration for my trip up there next week.
