Paint peeling off rusty steps

My 2011 24FL is shedding copious amounts of paint off the rapidly rusting manual step assembly, which catches all the guck off the dually. I live in the Seattle area--land of rain and rust.
 My question: Has anyone tried Rhinoliner or Linex on their step? I'm thinking about hauling them in for some sandblasting and truck bed liner paint.

Thoughts? Other suggestions?

I'm not a big fan of Rhinoliner. It is expensive and messy to work with and if any rust  remains, it will continue rusting under the Liner.
Sandblasting is needed to allow Rhinoliner Liner is to stick.  It will still continue to rust in the areas where the step slides. The Rhinoliner may be too thick to allow the sliding to occur.

You might find that replacing the step is easier and about the same price, once everything is considered. It is held on with four nuts and comes off easily.
Spray the slide area and pivots regularly with a sticky grease to prevent rusting.
Several types of lube are adequate. Here is the 'official' lube.

FYI for everyone, the entry steps loosen easily and need to be snugged up annually.

Another problem with the bed liner is it's too thick for this application, no clearances between moving parts etc.

If the steps and mechanism are still sound, remove, wire brush off any loose rust, and apply Jabsco Metal Prep (or Etch) available at Home Depot. This is a dilute phosphoric acid  w/ surficant that converts remaining rust so that it can be painted over. Brush or spray the rust converter on, hose off after 30 seconds (or whatever the directions say), let dry, prime and paint. Lube. Install.

And, if the step is getting battered by frequent exposure to water, mud, and road crud to the point of the paint flaking off, it might be a good idea to check the wood underneath/around the step area for water damage/dry rot.

Thanks Larry, Bumper & Joan,

I was afraid Rhinoliner type products might be too thick.

Thanks for the rust treating products-it's not the pivot/sliding areas (I do lube them) as much as the flat metal on the dually side. I will go shopping.

And Joan, as always you're spot-on with a careful check for deterioration above the step--will do.

Somewhere in the 1990s, LD started lining the bottom of the floor with galvanized sheet metal.
Previously the bottom of the plywood floor was given a coating of rubberized undercoating. It was not a permanent coating and usually started flaking off within a few years. Rot in the floor and connected structures isn't unusual in these models, with the entry steps and plywood exterior storage bins suffering from water damage.  Later models received HD plastic exterior storage bins, which are not effected much by moisture, a big improvement. Later models changed to fiberglass steps for the driver's and passenger's doors, eliminating another area that suffered from rot.

The storage bins in my 2003 TK are plywood; the long ones have a "liner" of thin carpeting material, while the bottom of the small, lower compartment (right behind the passenger side duals) is covered with a scrap of curled-at-the-edges vinyl flooring. I *thought* that the underneath was just treated with the "rubberized undercoating", as it was around the step; it doesn't feel like sheet metal. Better check! ;-)
