Somebody else put it best: individual postmasters can set their own rules when it comes to general delivery and accepting packages from non-USPS carriers. (I was told the same thing by the customer service rep in Lake Havasu City, AZ.) Some places are lax, some are strict--I've experienced both. So it pays to ask in advance... and keep independent facilities such as the UPS Stores in mind as alternatives.

As I understand it General delivery is for USPS which is an entirely different thing than accepting non USPS deliveries. USPS(United States Postal Service)

I had a boss that sent a UPS (United Parcel Service) package to me addressed to the local Federal Express office and then couldn't understand why they wouldn't accept delivery and hold for me.

He thought they ought to do that as a customer service and couldn't seen to understand that he quit being a Federal Express service when he decided to ship UPS.... In fact if they would have accepted delivery they would have became responsible even though they had no stake or financial gain the the shipment.

The same is the case for a post office that would accept a non USPS delivery. The question is why would they do it? They have nothing to gain and and could get in a bad situation easily. Broken shipment the non customer would try and blame them for.

Some one earlier very clearly explained the ship to post services which is entirely different..
