Questions PE2 errors and GFI missing

2006 MB, 2000 watt pure sine wave inverter, Magnum converter, solar panels, Lifeline batteries, and a hardwired Progressive Industries surge protector.

Two questions, please.

1. Several times over a month the ac has shut off and we have a PE4 error (power drop). It does storm here a lot and we were told they do lose power here during summer storms, so assumed that was just surge protector doing its job.
   Twice have had a PE2 error (open ground). With the open ground error, Leon got his meter out and checked the post power outlet and his cord end. Both appeared fine. He did go ahead and switch our plug to their second outlet as they had two 30 amp outlets for whatever reason. He also checked RV panel to be sure that was all tight. PE2 error came back once weeks later.
   Today I heard the "whine" as ac shut off and leaped up to look at the display meter for surge protector. It showed 35 amps! Then the PE4 error.  35 amps on a 30 amp surge protector and it shows a previous code of low voltage?? I don't understand it well enough to know significance of that.
   The next cycle showed just 1 amp. Then ac kicked back on a few minutes later and normal amps showed for that.
   Any suggestions of what might have caused the PE2 errors or the 35 amp tonight?  
2. Also, in weeks between first and second ground error we switched the 15 and 20 amp breakers in RV since we rarely use microwave outlet (no microwave) (after conversation on wire sizing with LD.) But when looking at wiring during that discussion found there was NO GFI breaker. LD confirmed there should have been. We can only assume the solar tech that messed up the 2010 solar installer removed it as he put in a new beaker box. It would do me no good to ask him if it is hidden anywhere and I cannot imagine that even could be....

Can Leon just change out the 20 amp breaker (which now covers bath and kitchen) with a GFI type breaker? Or the other GFI kind that also does more?  Can't remember what it is called. Or should he just install GFI outlets in kitchen and bath as he would in a house? Or is y'all's GFI on the main 30 amp?

Any input would be appreciated.
