City water VS Tank water

I have 91, 27.5 Lazy D, When I am hooked up to city water , And then use tank water pump, is the pump overriding the city water pressure and pumping from the water tank only

Your water pump should be off when hooked up to city water.  You can cause damage if not.

 Generally, the city water pressure will be higher than the low cutoff pressure for the water pump, so the pump will stay off. If the city pressure is really low, then the pump could override it and pump the water in your tank to your fixtures. I don't think leaving the pump on could damage it if city pressure is high, but if you hear the pump running when using faucets, then turn it off to avoid draining your tank. Running the pump dry for too long could damage it.

Are you using the LD supplied brass regulator or some other type of regulator to control city water pressure if it is too high as Steve mentioned?

Regarding causing damage by having the water pump turned on while being connected to city water, it is my belief that  by doing that, you can cause the check valve in the city water connection to lose its o-ring seal.

Whenever you put pressure on that plunger in the city water connector when the system is pressurized, you run the risk of the o ring becoming dislodged. When that happens, you will find that when you have your water pump turned on and nothing connected to the city water connector, you will find water leaking out of the city water connection. I discovered that the hard way when I winterized my rig with RV antifreeze; I was depressing the city water plunger to allow the pink stuff to flow to the city water connection and when I pressed the the plunger on the city water connection without first turning off the water pump and opening a faucet to relive the pressure, I dislodged the o ring.

This begs the question that I wonder about. Why would you be connected to city water AND have the water pump turned on?

I also saw someone ask about running the genset when connected to electric power; why would you do that? Just wondering...

 This is not an action that would normally occur - you tripped the check valve while there was nearly zero pressure on the city water inlet. Normally it would only open if the city pressure were greater than the coach-side pressure - whether or not the pump is turned on. This normal operation should NOT dislodge the o-ring.
