I use a wrench or socket set (nudge nudge, wink wink). Seriously, there is an old product called liquid wrench that may help. It is a mixture of solvents and lubricants that is a bit messy to use but is often effective. Put it on, let it soak overnight, then a second application often allows frozen nuts to be removed. If the location allows it to be done safely, use a propane torch to heat the nut, followed by a wrench. This is NOT safe around fuel tanks, brake lines, wood structure, etc. The trick is to heat the nut as quickly as possible without heating the bolt.
