I need to get the fresh water tank repaired and or replaced. anybody got a fair idea what that should  cost and how long it might take to do ?

What is wrong with the tank? Cracks and broken outlets can be welded or glued, eliminating replacement. Replacement can run into major money and time if a new tank needs to fabricated.
Many RV shops can repair your tank or can send it out to plastic fabrication shop for repairs.
Minor cracking can be temporarily repaired with Eternabond tape.

All I know for sure is that the cwarpet and entry stairs get wet if I fill beyond a certian level... So I do not fill beyond that level. I'll be

I had the same issue. Turned out that my vent hose had broken away from the filler door. If I filled beyond 2/3 the sloshing would force water into the vent hose and would leak

I had the same issue. Turned out that my vent hose had broken away from the filler door. If I filled beyond 2/3 the sloshing would force water into the vent hose and would leak in the walls. The filler door vent coupler would be the first thing to check. I did not have to have my tank replaced, but had extensive repair to the flooring and siding.

Good troubleshooting call, Terry!
 While filling the tank it's relatively easy to check the integrity of the vent hose (though this method would not reveal a smaller leak it will show if the vent hose is completely disconnected). While filling the tank, and especially as it approaches full, if the vent hose is intact there will be air coming out the small vent hole. If you place your finger over the vent so as to block it for a short while, then remove your finger and there will be a outrush of air that is quite distinct as water displaces air in the tank. And of course if you continue to fill the tank to full or beyond, water will start to burp out of the vent and then backflow out the filler.
