I am thinking of laying interlocking wood flooring and was wondering if anyone has laid this flooring directly on top of the rug, Any comments on this idea would be great DAVE shantz

After removing the 28 year old carpet  and before laying the new laminate floor, we noticed uneven surfaces.
 Some are from removing nails/staples and other are damaged wood.  Also have some uneven areas due the water damage.
 64 Dollar question is.. What is best material to fill and even up the floor?
