Heater (furnace) takes a LONG time to start.

The furnace on my 82 LD works fine once started.  But it takes over 15 minutes to start.

Here what I did on the thermostat:  Move the temperature dial to 68 degree.  Move the on/off switch to on (slide to the right).  Nothing happens for at least 15 mins.  Then the fan turns on, and propane is lit.

Do I have a defective thermostat and/or furnace?

The thermostat has a thermal delay heat load circuit - but that sounds excessive. There are only two wires from there to the furnace. Short them together, and the fan should start immediately. If so, then you can set the delay in the thermostat, or replace it if it is defective.
The delay is so it does not constantly cycle.
