 Maybe the test *clears* use with the FCC, but I know someone who took the Starband test.  It was a paper test ONLY, and the person didn't have to show any proficiency in aiming the dish.  He, in fact, took the test before he ever got his equipment!  So, the fact that you happen to have a little piece of paper that says you passed a test, doesn't mean a hill of beans.
