Stainless Steel Wheel Cover Noise

Hi all: I recently purchased a 22' 1991 LD.  The previous owner had passed away, so I didn't have the opportunity to learn from him the particular quirks of the coach (I"m sure you will not be shocked to hear that there are a few.)
 One particularly odd thing: the rear Stainless Steel Wheel simulators had been removed and placed in one of the storage compartments.  The old painted wheels were ugly, so I promptly put the covers back on-- much prettier.  But now, I hear this hissing noise when I drive at any speed.  Is this coming from the newly installed wheel covers?  The obvious answer is "yes", duh.  But why?  The covers are bolted down tight under the lug nuts.  How could they be making any noise?  What can I do to fix it? I gotta have my chrome wheels.  Any advice here will be appreciated.

The SS covers on our '83 LD made all sorts of creaking and popping noises, right up to the day we sold it. Loosening and tightening the lug nuts would sometimes cure it but would reappear the next time the wheel was removed. I had the best luck by removing the wheels and cleaning the rust and dirt from the backside of the rims and the mating surface of the hubs. A wire brush works well for this.

Can't say I ever heard hissing, except when the tire had a leak.
