Problem registering car we bought out of state

HELP!

We used to live in California, but as of April 1, 2005 we have been traveling in our 2003 26' MB. We thought we could travel without a car, but after a month we bought a car in Washington state. I spoke to someone in the DMV who assured me that we could register the car without a smog test. Now I am having problems. They say we have to get the car smogged in California in order to resister it. We are currently in Wyoming.

I have two questions:

Has anyone else on this board had this problem? What did you do to solve it?
 We are thinking that maybe the answer is to get our paperwork back from the state of California and change or residency to South Dakota as we are headed towards South Dakota. Does this sound like a viable solution.

Any suggestions would be helpful.

Judy & Fred:
 When you say you "used" to live in California, does that mean that you are now fulltime RVers?  If this is the case, then, yes, you can establish domicile in another state.
 You need to do more than just register your vehicles there, however (SD, TX, FL, or where ever): you need to get driver's licenses, register to vote, change your insurance, etc.  In other words, you need to do everything to break ties with California and establish your "residence" in whatever state you choose as your domicile.
 If you're interested in South Dakota, here are some mail forwarding services that can help you out not only with mail forwarding, but for a small fee, they'll also help in registering your vehicles, and give you the procedures for registering to vote:

Take a look at these sites, especially the second one, Part B about smog exemption.  It MIGHT be helpful, but after navigating these CA sites for a few days - whew!  Good luck.
