Install hitch for towing

I elected not to install a receiver-style hitch when my '01 midbath was built, and now I want to tow a dinghy.

Can I safely tow a dinghy with the bolted-on-plate style hitch that came from the factory?  Or would knowledgable people advise me to add a "proper" hitch?  Where should I go to get one installed (I'm 400 miles from the factory)?
 I haven't chosen a toad yet, but I will seek something light-weight.

The bumper hitch is rated for 3500 LBS, while the receiver hitch is rated for 4000 LBS. You should be able to buy the receiver directly from LD. It used 4 1/2" bolts to attach it to the bumper. Your bumper may already have the holes drilled
