Many of us don't have a tow/haul mode.  2008 and newer I think.   

Our 2006 had towhaul. Once I figured out how best to employ it, it made all the difference in mountain driving. — Jon

Tow/Haul 1st appeared on the LD scene with the 2005 Model year! Tell you how I know. I ordered my 2004 30'IB in February of that year. Sometime around September while I was on the road in Nevada, headed home, I got a call from Steve Newton. He was all hyped up on this Tow/Haul feature and asked me if I wanted to delay my delivery until he had a new unit to build it on. I declined his offer and took delivery of my LD in November, a choice I don't regret! I already knew how to drive a truck.  ;D

I think basically what tow/haul does is keep it out of overdrive.
My 96 has a button on the shifter that takes it out of overdrive, and even then I need to shift down to 2nd.
to slow it down on steep down hills.

That button is useful--my 2003 had it--but tow/haul goes beyond preventing overdrive. It also alters the transmission's programming so that it downshifts sooner, and it attempts to maintain speed on a downgrade by downshifting to bring engine braking into play.

I get a lot of use out of the Tow Haul. My go to mountain getaway is Big Bear Lake. There are several roads that can get you there. My favorite is up the backside from Lucerne Valley.
 
From the back side, it is a quick 6 mile drive up to the top of the hill. The many switchbacks uphill really rely on shifting gears rather than using the tow haul. It’s the downhill drive that the tow haul comes into play. That being said, shifting up or down plays a big part in saving the brakes in conjunction with the tow haul. It becomes a very personal relationship between the driver and the gear box. Very intimate.

Where tow haul comes into play when off of the mountain is on the freeway. I find it critical to use in heavy traffic. It really puts me at ease knowing that the gearing and the use tow haul when in full drive mode can respond smoothly and reliably to keep me correctly positioned in the midst of other drivers that are only yards away.
