What Is This [engine component]?
It is located under the engine cover and has a vacuum hose attached. It is found on the passenger side of the engine. It also has a cylindrical foam filter inside. It's about 3" long and about 1 1/4" in diameter.

Hi Mind is Power;  I don't know much about Chevrolet, especially your year range, but my Ford V10 has a similar foam filter about that size.  In the Ford it is part of the cold start choke assembly.  When started, the fuel injection system computer opens a small valve to let more air into the manifold, and engine computer puts more fuel in to keep a certain mixture. That speeds the engine up, the so called 'fast idle', until it warms up and closes that valve.  The foam element is to filter dust out of the added air, while the engine is sucking air.  The vacuum line should go to the IAC (Idle Air Control) valve. 
    I would have a hard start situation, and stalling until the engine was warm.  I extended the hose to the under hood area, and put on a fish aquarium floss air filter. About every year or so, I squirt some Berryman B-12 Carb cleaner into the line (not through the filter) to clean out the valve to the intake manifold. The Ford was still under warranty, but the Ford dealer "couldn't replicate the cold start issue" during the three weeks they had it. I got it home, and the next morning it wouldn't run. So I took off the doghouse, found the valve and removed it. Ended up just cleaning it, re-installing it and I made it easier to re-clean.
    Your G30 chassis may also have that on the Idle Control Valve.

The filter could also be for the smog pump’s injected air or for the vapor recovery system.
