Big Foot Leveling System

We are new to the forum as we just "inherited" a 30' Twin Bed LD. Currently we are working on a very long list of deferred maintenance items. One of the big ticket items is the Big Foot Leveling System. Everything works as it should aside from the fact that the left front cylinder has an issue as to where the Down Solenoid is energized as soon as the power switch is activated. It starts out at about 5 volts and before the 30 second self check is completed, the voltage is close to system voltage (13 volts) and never shuts off. And what is even worse is when you attempt to raise that cylinder, it starts to go up but then locks up because the down solenoid is also activated. I've removed the power wire to the down solenoid and have to crawl under the rig to touch the wire to the solenoid power post to allow the cylinder to lower while using the control box to manually lower the other cylinder individually until it reaches a point of level.
I have tested the output voltage at the leveling control module to the lowering circuit for the left front cylinder and there is no feed back from a short to power. I've determined that it is the leveling control module. But, before I drop nearly $800, I thought I'd give the forum a shot and see if anyone has any thoughts on the matter.
Any insight would be appreciated.
