Cigarette Lighter Does Not Work
This is the wiring I found. What is the white wire spliced into the ground wire? This is the original receptacle. Accessory fuse checks out good unless I checked the wrong fuse. The black wire that is not attached to anything provides lighting to the ashtray area. Should I just buy a new receptacle? (I did thoroughly clean the contacts etc). TY.

I can't answer your question, but whatever you do, redo that blue splice on the ground wire(s). It's got exposed copper, a wire bent at right angles and ready to snap off--aiiee!

Well yeah, but pretty obviously a ground, and all of the other metal parts under the dash are of the same potential.  The red/white striped one is the hot lead.  RonB
