1) I agree that you will not want to run the water heater off the inverter. The 120V option should be used for shore power, and propane otherwise.

2) If you don't have an available 120V 20A breaker for the water heater, you can install an Intellitec AESS (Automatic Energy Selector Switch) (link here). Usually the microwave is primary and the water heater is secondary. That way, if the water heater is on 120V and you crank up the microwave, the AESS cuts off the water heater until the microwave is finished (plus a time delay). I installed an AESS in my Class A coach and it worked well.

How is it that your 30A breaker differentiates between AC power sources?
I may not be understanding your question. The 30A breaker input is connected to the transfer relay, which automatically selects between the generator and shore power. The 30A breaker output goes the breaker for the A/C, the breaker for the inverter/charger, and now to the breaker for water heater. That way, the water heater can not be powered by the inverter/charger.
