Generator volts and Hz way off?
I tested an outlet in the RV with some lights on.
Hz - 64-65.5 Hz
Volts - 130-133 VAC

Volts at automatic choke lead on carburetor - 30.3 VAC.

I think this is way off.
Is this a generator control board problem?

It isn't way off. Dial the governor down to 63hz and see what you get. I think the spec is 127 volts at 63hz unloaded.

So just drop the rpm via the the idle control screw?

I don't think it would be the idle control screw but the governor speed control screw. I can't tell you which screw that is. It should be pointed out in the manual. Perhaps someone else knows which one it is.
