What REALLY hurts is that I had both Street Atlas and Map Expert.  I carried the DVD's for a few years after I started traveling but dumped them a few years ago.  If only I still had them, I would have been happy to give them to you.  :(

I have had good luck with Gaia GPS, on iOS devices.
Gaia GPS | Topo Maps and Hiking Trails App for iPhone, iPad, and Android

I don't know how it works on a laptop, I assume via a webpage. It does allow offline map loading and a wide variety of open sources maps, including USFS.

I use it on the iPad when planning a hike, then take it along on my big screen iPhone for use in the field.

Of the many open source map types you can download are USFS rasters, and topo maps.

Actually you can import KML/KMZ overlays into Garmin Base Camp.  A link for ya USGS Historical Topographical Maps

You can also create a route using Google Maps and transfer that to your Garmin Base Camp as well.
Once your route is in Base Camp, no more internet connection is required.
