Fluorescent fixture wiring question

Ahoy all, Newbie here w// an '84 version of the LD. (rear salon/bath)
 I am replacing the fluorescent lamps with LED's but can't seem to find +12VDC??!! I 'll ask the simple question - What are the red and white house wires going into the florescent lamps?

Silly me thought red might be +12VDC!! Hate to say, ..  I find -12VDC referenced to Batt (-) on one of the white wires ?? (brain has trouble w/ that one unless that DC "converter" for the fluorescent happens to work that way)

Will accept all ribbing as well as any other experiences!!

I always check with a voltmeter, because I've been fooled a few times (and it's hard to put the smoke back into your device ;-) ). And if it's a used one, a previous owner may have modified things.
