The Office of Personnel Management lists only Feb 20 as a Federal holiday this month, so no changes, even though it's a Leap Year!

Historically, people observed Lincoln's Birthday on Feb 12th and Washington's Birthday on Feb 22nd (regardless of what day of the week that was).  A few years back, these got combined into something called Presidents (President's?  Presidents'?  who knows) Day, which is celebrated on the third Monday in February.  Some organizations still observe the traditional dates, some the new one, and some none at all.
