inactive solar controller?

I have an '06 HPV-22. I noticed that after our last trip that the LEDs on the face of it were not lit anymore. It has remained that way. The alternator charged up the batteries on the way home, and the coach has been put onto shore power once at home.
 I washed the PV panel, had some light dirt across it. No change in the LED status. With shore power disconnected, there is still no change in the LEDs. The LD status panel indicates that the batteries are charging. The AMP indications all read 0.00 and the battery monitor setting on the HPV-22 indicates a steady fall in battery voltage with nothing on, except for the propane sensor and the wired warning alarms (fire, monoxide).
 I pulled the HPV-22 and checked the PV voltage, 24VDC. This data tells me that the panel is connected, and not reversed, as indicated in the troubleshooting guide on the HPV-22 for a no LED lit state.
 Back in the archives, I read that one should put an active load on with the shore power disconnected, then see if the controller activates. I can try this. But wonder why something like this would not be mentioned in the manual.

Anyone have any other suggestions?

You've done a good job of trouble shooting. It sounds like it's dead.  There is just one more thing I would check before contacting AM Solar for a replacement.
 My question is whether the connection from the HPV-22 to the coach's DC system is functional.  You could measure to see if there is about 13V between the HPV-22's output terminals; that is if the unit is out in your hand.  Otherwise, check the solar panel fuse.  It normally is an in-line fuse in a red wire that is connected with the other red wires to one of the large square terminals at the right edge of the DC fuse panel.
 If you can't quite determine what is going on with the fuse, measure the voltage from the large square terminal with the black wires (i.e. ground) to the exposed metal tabs on the top of the fuse itself.  There should be about 13V (or what ever the RV battery voltage is) at both ends of the fuse.

Linley Thanks for your response. The output terminals read the same as the battery reading on the Hpv-22. If I pull the fuse. The battery display goes away as does any voltage reading at the controller outputs. Seems weird to have a piece of gear power itself Lol!

So the controller is shot?
 Is there a pv fuse somewhere?  I would like to not have live wires when replacing the controller. Can't say all that much nice about incomplete schematics on LDs part. My old Winnebago had more beef

Lydia, When I replaced the solar controller in our MB, I pulled the inline fuse down in the power control center, and put sheets of corrugated cardboard over the panels.
