You can be sure that your campground voltage, with more RV's in  hot weather, with their air conditioners running, would be much lower. 129 VAC  is entirely normal, especially under low usage conditions. In my experience as an electrical engineer (but not a utility engineer), 129 volts was outside the high end of a normal utility system; even 125 VAC was unusual. I still suggest calling the utility company about the voltage at the campsite. The call is cheap, and if they change it, the surge protector can be turned back, and the meter reading dealt with later.
