Non-rocking barrel chairs that rock

Hi folks... I wonder if you have any ideas.
 My barrel chairs that were probably original in my 1995 22' FL tip in all directions from the shaft fastening them to the legs. When I was a kid our family had a round phone stool that screwed up and down when you turned the stool. When it got too high it rocked like this when the screw shaft was about to come out of its housing. .
 However, I've removed the legs from one chair and the only adjustment I can see is the spring that allows it to tip back. That appears to have no connection to the shaft running down into the tube and legs. That whole make-up seems to be permanently installed.
 Apparently nothing will break off and everything looks sturdy. But it feels like I should be able to sock that shaft deeper into place so it won't tip and rock.
 Do any of you have any experience with this... or tricks? Thanks much.
