Take a look at this product... There are a number of vendors on the web and you can find it in some RV parks.

I've used it for over five years and it works great!

It appears to be like products such as Rid-X available at Lowe's and other fine shopping emporiums.

 There are a few other bacterial-enzyme products appropriate for RV waste tank use; a search will turn these up.  (Read the labels carefully to make sure that the product really contains bacteria-enzymes and is not some who-knows-what-it-is concoction hiding behind "natural"/"biodegradable"/"organic" marketing labels.)
 Many RVers use nothing but water, especially if the holding tanks, black *and* grey, are relatively small and/or are emptied and flushed frequently.

Eco-Save is surely good stuff. Spending $2 a tank to treat waste is beyond my budget.
Heck I am down to drinking $2 a shot whiskey and Clint has not invited me to golf with him once this year.

What is the best way to sanitize the fresh water tank?

Years ago, when I had a truck and Lance camper, I would sanitize the fresh water tank several times a year.
The camper came with sanitizing instructions.

Unfortunatly, I do not remember the exact instructions.
 Only that one fills the tank with water and bleach, let set for a time, drain and fill with water and vinegar, let set for a time and drain.

Does anyone have a more exact measurment method or prefered method.

The standard among RVers is to use 1/4 cup of household bleach per 15 gallons of tank capacity, run it through the taps, and leave it overnight.

 We do the same as Joanne.  We've never done a second rinse, either with vinegar or baking soda, because the slight smell of chlorine that's left after draining and refilling the fresh water has never bothered us.

DAVID:  the instructions are in the LazyDaze manual that the Mothership handed out.  Don't have mine handy, but I've followed it a number of times.  -- Jon
