Renewing driver license in SD for fulltimers

My 5 years are up in August; actually 6 since I got an extension last year.  I doubt they will give another one ( anybody tried? ).  I also tried to talk them into renewing remotely but they won't do that except for active military.
 The rules have changed somewhat since the beginning of the year; one thing is that you have to show a receipt from an RV park or hotel; no big deal.
 But another is that you have to sign an affidavit, and it sounds like if you don't answer yes to both questions that you may not qualify.  Here is some information from Alternative Resources and the SD site:

RESIDENCY AFFIDAVIT FOR SOUTH DAKOTA RESIDENTS USING A PERSONAL MAILBOX ADDRESS or MAIL FORWARDING SERVICE
 The purpose of the following questions is to determine if you meet the qualifications for an exception of the proof of residency requirements for obtaining a South Dakota driver license or non-driver identification card.  On the form you will be required to answer the following questions.  You should answer YES to both.  The form will then be signed at the bottom by the Drivers License Examiner.

1.  Is South Dakota your state of residence? _____Yes    _____No
2. Is South Dakota the state you intend to return to after being absent? _____Yes  _____No

Now, I would think that most fulltimers would have a hard time honestly saying yes to both of these.  I would love to return to the Black Hills one day, but I've never even been to Sioux Falls where my box is.
 So, do we just loosely check yes and look the other way at the warning at the bottom about imprisonment and fines??  I'd be real unhappy if I fly out there just to get my renewal, and check no and be refused.....

Anybody else have thoughts?

 I would have no problem (and will have no problem) checking "yes" to both questions when time for our renewal comes up.
 How in the world would the powers that be in South Dakota be able to prove that checking "yes" to both questions WASN'T the truth?  Obviously, checking "yes" to #1 IS the truth (you are legally domiciled in South Dakota, right?).  As for #2, I simply don't see that as a problem...as I said, how would they prove otherwise?  Just because you *might* end up coming off the road at some time in the future and buying a house in a different state (at which time you'd give up your South Dakota domicile), doesn't make your "yes" answer to #2 a lie.
 Now, if they caught you actually, physically, permanently living in another state while claiming South Dakota as your domicile, that would be an entirely different matter.

I should think if you are a BONA FIDE FULLTIMER and have selected SD as your PO Box address, and you have no other address where you receive mail, then you could honestly answer "yes" to the residency question.  As for #2, if indeed you intend to return - after your wanderings for 5 years ("after being absent") - to renew your drivers license, then you could answer "yes".  A bit of a stretch, but....
 If indeed this is a federal mandate, then it would apply to Escapees as well, wouldn't it???

 States are in the process of changing over their driver's license laws to conform to the Real ID Act.  Each state seems to have their own interpretation of how to do that.
 I believe Texas has made a change recently in their driver's license laws, but don't remember the details.
