Removing Water Spots

I have some discoloring from water dripping/splashing on my rear bumper while filling the water tank.  I tried removing them with a white vinegar/water mixture without success.  Anyone have other ideas?

 Chris, try using straight vinegar.  Spray well and leave it on for awhile.
