Didn't this governmental dysfunctionality all start with Prop 13 (property tax limits) back in 1978?

It would not be so bad if they at least had maintained the parks to some level of acceptable standards. Our recent experiences have not seen anything close to those in other states. But, of course they do not enjoy fiscally prudent management like we do. Heading out.
