Does it provide instantaneous miles per gallon read out and MPG from the last reset and/or fill up? Also I would appreciate any comments about its quality

Yes. My favorite is when I see I'm getting 40 mpg. Of course that's downhill with a tail wind. Regrettably that's offset by the 2.5 mpg going up the same hill.

Also I would appreciate any comments about its quality

Had it for over a year. So far, so good.

 Had mine going on two years... the only problem is that once in a great while it will go to sleep for no good reason. Sometimes it comes back on it's own and sometimes I have to recalibrate it.
 My favorite part is when the MPG goes to 9,999 (foot off the accelerator going down hill). That's when the fuel injectors shut down. Wish I could average that and still make headway.

The feature that I like best is the monitoring of the transmission oil temperature and engine coolant temperature in a digital format.  Sure beats the dash gauge!

Before spending that kinda money take a look at this gauge from aeroforce... very very nice and does alot more...
aeroforcetech.com   ...  I had the older dual gauge set-up on my sierra denali and it was nice. MSD  makes a good one too called dashhawk.
Google the dashhawk...

 The scan Gauge II is currently available on Amazon for $10.00 less than LL's, and shipping is free; I don't know what LL charges for shipping.
 However, FWIW, I chose to buy from Linear Logic rather than from Amazon (or another vendor) because of Linear Logic's reputation for very good customer service and after-sales product support. YMMV.

Google the dashhawk...
Scan Gauge has one other major feature; the ability to read the Ford OBD-II Trouble Codes. Should the Check Engine light come on, the Scan Gauge can give you the trouble code. Then you can go here:
 http://www.obd-codes.com/trouble_codes/ford/

and see what's up. Very handy in deciding what you should do next.
