Actually, it's because the Pro-Fill system was designed as a modular system for golf cart and utility vehicle fleet maintenance.  In the usual application, the customer doesn't need more than one Handy Pump or they may use a connection to a regular hose instead of a hand pump.


 But why can't they have a "starter" kit that includes the squeeze bulb? They can still sell kits without the squeeze bulb, but so many first-time buyers purchase the Pro-Fill without knowing that they also need the squeeze bulb...and, of course, no one bothers to tell them (maybe at Lazy Daze, but otherwise...).

It has to do with reducing the amount of inventory that needs to be stocked. If they had a 'starter kit', it would probably cost $20 more than the two-battery kit so it would be a zero-net gain.
I bought two dual 6-volt battery kits and one bulb recently. If the kits included the bulb, it would have cost an additional $20 and I would be stuck with an extra bulb to misplace. I'm glad they had the bulbs available separately YMMV

 But, if they had a "starter" kit that included a bulb, and then other packages that *didn't* include the bulb, you could have purchased your two kits and only received one bulb.
 It's been almost 2 years since we bought our Pro-Fill, but as I recall, there was no indication ANYWHERE that we needed to also buy the bulb.  If the guy I was talking to on the phone hadn't TOLD me that I would also need the bulb, I would have bought only the portion that goes on the batteries, but not the bulb.
