Hi Andy. I used to have a 1979 Lindy with the Dodge 360. It came with a pathetic Carter Thermoquad. I soon replaced it with a new Holley speadbore that was legal in California. It had the same problem, too rich at altitude, aggravated by the choke being full on when cold. I bought a manual choke cable for a few bucks, and adapted it to the choke linkage, so that I could manually pull open the choke plate at altitude. Then holding the throttle plates open, wait to let the squirt from the accelerator pump dissipate, and starting was much easier at altitude. It didn't wash the lubricating oil off your cylinder walls either. If you forgot to push the knob back in at lower altitude, starting would be difficult, but it isn't like a manual choke being left on and wasting gas.
A tune-up wouldn't touch the jets in your carb. The ones in my Holley were sealed and couldn't be changed, -to prevent tampering. If you could rejet yours, you would have to restore it for sea level operation. The only carburetor I have left is in the generator. I hope soon those will get EFI to reduce pollution.
