Earlier in this discussion it was suggested that you check connections using soapy water, Rectorseal, or Snoop bubble-detecting fluids. I know it's been raining where you are, so messing around in the outside propane compartment isn't an appealing prospect... but given the dearth of competent local RV techs, this might be a good time to check some connections for leaks. Since the smell persists even with the valve shut off, I'd start at the tank and work backward.

Jon makes a good point about propane possibly being sucked into the rig while you're driving, whether through a window or otherwise. The main thing, though, is to find and fix the leak.

Raining constantly.

My dad did the soap test while here and the only leak he found was in the regulator. Same with guy who replaced regulator. OF course, a new leak could have happened since they did their respective tests. Vince at LD said there are so many lines for the propane that it can be laborious to find which, if any, are leaking. I wouldn't even know where to start.

As for the idea of it being sucked in from outside- the tank is on the other side of the LD from the area where the smell is occurring.. The smell was very much concentrated under the kitchen sink.  That also happens to be quite near the main heater vent.  I suspect that whatever lines are under there are the culprit. I kind of wonder if the over filled propane tank left so much gas in the lines it just spewed out when jostled by the drive.  I had run the heater for a while, as well as the stove, a week or so prior to driving the vehicle, but a day or so AFTER the regulator was replaced.  I'm just glad that it doesn't smell when sitting! That would scare me alot more.  When not driving there is no propane odor at all, not near the sink, in the oven,   or at the tank.  Right now my vehicle is at a regular mechanic having the alternator/battery inspected. If that goes ok, it'll be going to the RV place next week for the rest of this.

I just realized I never did end this thread with a answer- there WAS a propane leak. It was a bad solenoid in the hot water heater.  Why it was so strong under the kitchen sink is not clear, but it was fixed and the smell went away. 

My sensory stuff is kind off the charts in some areas (sounds and smells in particular), and my friend also has an abnormally acute sense of smell, so I knew we were smelling propane. And glad it was fixed!

FWIW- some years ago when I was living in a 20 unit apartment building in San Francisco, I smelled gas. I called PG&E and they sent out a guy who had a gas sniffer. It took him an hour searching the building with that thing to finally find the leak I had been smelling- he couldn't believe it- there was a pilot light out on a stove in a vacant apartment located on a different floor on the other side of the building from my apartment.

Many people have suggested I get a job sniffing out contraband at the airport.

A better job would be testing wines. Smell and taste are closely related.
